Statement on Moldovan Energy Security Project

The House Democracy Partnership (HDP), led by Chairman Vern Buchanan (R-FL) and Ranking Member Dina Titus (D-NV), welcomes the U.S. Department of State’s announcement of funding to construct a new 400 kV overhead electrical transmission line connecting Straseni, Moldova, with Gutinas, Romania.

Following discussions in Chisinau this April with President Maia Sandu, Foreign Minister Mihail Popșoi, and Speaker of Parliament Igor Grosu, Chairman Buchanan and Ranking Member Titus wrote in strong support of this project to enhance energy security and economic resilience in Eastern Europe. This transformational initiative represents a major step toward diversifying Moldova’s energy sources and reducing its longstanding dependence on vulnerable Russian supply routes. During a meeting in Washington last week, Foreign Minister Popșoi and Speaker Grosu informed HDP leadership that Moldova is now fully divested from Russian energy—an extraordinary shift from 100 percent reliance just five years ago.

Once completed, the transmission line will expand Moldova’s access to European energy markets, increase cross-border grid flexibility, and create new opportunities for U.S. commercial engagement as Moldova undertakes EU-required energy reforms. By strengthening Moldova’s grid and enabling true diversification of energy inputs, this investment directly advances U.S. strategic objectives in Eastern Europe. It bolsters regional resilience, supports democratic partners facing persistent security pressures, and reinforces a growing commercial environment favorable to U.S. businesses.
