Parliamentary Collaboration in Taiwan
The House Democracy Partnership Commission (HDP) organized a fact-finding mission from April 7–12 to Taipei, Taiwan, during which congressional staff met with Members and senior staff of the Legislative Yuan, as well as civil society professionals and Taiwan’s Ministry of Foreign Affairs. Through these exchanges, the delegation identified opportunities for collaboration between the U.S. Congress and Taiwan’s Parliament on cybersecurity improvements, AI and parliamentary modernization, effective constituent engagement, and regional cooperation on parliamentary budgeting.
In 2026, HDP anticipates continued engagement with the Legislative Yuan on these key issues and looks forward to supporting stronger institutional capacity and legislative effectiveness. This work advances U.S. interests by strengthening a key democratic partner in a strategically important region, helping build resilience against malign influence, cyber threats, and authoritarian pressure. By promoting accountable, transparent, and effective governance, HDP helps cultivate economic growth, enhance regional security, and foster durable partnerships that advance U.S. interests.
The U.S. delegation included Leslie Reagan, HDP Deputy Director; Abby Goins, Legislative Director for Representative Adrian Smith (R-NE); Caitlin Campbell, Analyst in Asian Affairs in the Congressional Research Service; Ben Moody, HDP Operations Manager; and Mary Hopkins, HDP Staff Assistant.
