Fact-Finding Mission in Bolivia

April 7, 2026
Recent Activity

From April 6–12, the House Democracy Partnership Commission (HDP) led a fact-finding mission to La Paz, Bolivia, to assess the priorities, challenges, and opportunities facing Bolivia’s Chamber of Deputies, the lower house of the Plurinational Legislative Assembly. The delegation met with Chamber leadership, Members of the Chamber of Deputies, Executive Branch officials, civil society representatives, and other stakeholders to gain insight into Bolivia’s legislative environment and identify ways to strengthen institutional capacity and effectiveness.

Through these exchanges, HDP identified opportunities for collaboration between the U.S. Congress and Bolivia’s legislature on artificial intelligence and parliamentary modernization, transparency initiatives, regional inter-parliamentary engagement, and efforts to update and streamline legislative rules and procedures.

HDP looks forward to continued virtual and in-person engagement with the Chamber of Deputies on the key issues identified during the mission. By supporting Bolivia’s legislative capacity and institutional strength, HDP advances U.S. interests by building new avenues for cooperation with a key democratic partner and enhancing U.S. strategic engagement in the region. More broadly, these initiatives help democratic legislatures better insulate themselves from foreign pressure and malign influence from U.S. adversaries, reinforcing regional security and strengthening the foundation for future cooperation.

The U.S. delegation included Derek Luyten, HDP Executive Director; Colby Harriman, Legislative Director for Representative Dina Titus (D-NV); and Joshua Klein, Foreign Affairs Analyst at the Congressional Research Service.
