Enhancing Transparent Government Through Robust Legislative Ethics in North Macedonia
The House Democracy Partnership (HDP) recently traveled to Skopje, North Macedonia, to implement a technical assistance consultancy (TAC) with the Assembly of North Macedonia. This exchange focused on enhancing transparent government through robust legislative ethics. Enhancing legislative ethics is crucial for promoting accountable governance and improving the Assembly's ability to foster ethical leadership and transparency.
The program successfully implemented a three-day TAC on ethics with the Assembly, with an average daily attendance of approximately 25 participants, including legislative staff and Members of Parliament. The first two days featured panels on ethics processes and best practices, while the final day included an interactive World Café-style session. This session resulted in concrete action items and takeaways for participants to enhance their existing ethics processes.
The delegation, which included former Congressman and former Chair of the Board of the Office of Congressional Ethics Rep. David Skaggs, former Congressman and HDP Member Rep. Bill Flores, and former Majority Counsel for the U.S. House Committee on Ethics Sheria Clarke, also engaged with a variety of stakeholders, including the U.S. Embassy, at least thirteen representatives from civil society organizations (CSOs), party whips, the Group for Cooperation with the U.S. Congress, and the President and Secretary General of the Assembly.
