Armenian Public Participation in the Legislative and Budget Process
From December 9-11, 2024, HDP engaged with the National Assembly of Armenia on a program aimed to strengthen public participation in the legislative and budget process. The program featured a delegation led by former U.S. Representative and former Chair of the House Democracy Partnership Congressman David E. Price (D-NC). To support peer-to-peer learning, the program was also supported by Ewan Masson, Community Participation Manager of the Parliament of Scotland and Marci Harris, Executive Director of POPVOX Foundation.
Over the course of three days, the exchange of perspectives from the U.S., Scotland, and Armenia centered on strategies and lessons to increase engagement with citizens. Discussions explored how data-driven decision making can improve policy effectiveness. When properly implemented, data-driven decision making has the potential to build trust with constituents through transparency and to inform policy outcomes. Additionally, participatory and deliberative approaches can serve as another approach to deepen public engagement efforts and public trust in government.
