History of Partnership
The House Democracy Partnership (HDP) approved a legislative strengthening partnership with the People’s Representative Council of Indonesia in 2005. The partnership focuses on encouraging the independence of the legislative research service, creating a legislative staff independent of executive branch control, and securing parliamentary control over its own budget. Other areas of focus include improving constituent services, strengthening office and committee administration, and increasing utilization of information technology.

[1] At the time the partnership was initiated, the House Democracy Partnership was known as the House Democracy Assistance Commission (HDAC). The name was subsequently changed to reflect the nature of HDP as a partnership with partner countries.

The House Democracy Partnership (HDP) recently traveled to Jakarta, Indonesia and Dili, Timor-Leste to implement a technical assistance consultancy (TAC) with the staff of the Indonesia House of Representatives and National Parliament of Timor-Leste. This exchange covered topics and best practices for effective citizen and civil society organization (CSO) engagement by parliamentary staff for responsive lawmaking since they are the ones typically responsible for drafting legislation and informing policy development.

From May 15-17, 2023, the House Democracy Partnership, facilitated by the International Republican Institute (IRI), visited Jakarta, Indonesia, to conduct a technical assistance consultancy (TAC) with more than 32 professional staff members from five committees and commissions of the Indonesian House of Representatives (DPR). The discussions centered on topics such as environmental governance, citizen engagement, parliamentary research, and legislative oversight. The HDP delegation included Dr.
Improving the capacity of committee operations is a primary component of the House Democracy Partnership's work with its partner legislatures. From March 28 to April 1, 2011, the House Democracy Partnership (HDP) organized a weeklong seminar for 22 Members of Parliament from three HDP partner countries (Indonesia, Lebanon, and Pakistan) and one observer country (Iraq).
